Quick Summary / Abstract: Staff will present the Local Control Accountability Plan Advisory Committees for appointment.
Background: Local Control Funding Formula (LCFF): Since the 2013-2014 Budget Act legislation, the Local Control Funding Formula (LCFF) was established as the California State public school finance system.
Implementation of the LCFF is intended to increase transparency, reduce complexity, and improve funding equity across districts. To this end, each district is required to develop, implement, and update annually, a Local Control Accountability Plan (LCAP) which describes how districts intend to meet annual goals for all pupils, with specific activities to address State and local priorities identified in Education Code Section 52060(d). The California Department of Education (CDE) is making significant changes to the LCAP template for the 2020-2021 school year.

The updated LCAP must be adopted by June 30th at a regular public meeting of the Board of Education after consultation with teachers, principals, administrators, school personnel, and with the advice of two District-level parent advisory committees. One Board-established advisory committee must be comprised of a majority of parents in our diverse community, ensuring the inclusion of representatives of three specific populations identified in the legislation: English Learner, foster youth, and socio-economically disadvantaged students. In the Livermore Valley Joint Unified School District (LVJUSD), this committee includes a parent representative from each school in our District, as well as pupil representatives from our District high schools, and a representative from each employee group. The other parent advisory committee must be comprised of a majority of parents of students who are English Learners. The District English Learner Advisory Committee (DELAC) includes parent representatives from each school in our District with an English Learner Advisory Committee (ELAC) and acts as the advisory committee for the LCAP.
Status We have solicited members for the advisory committees based on established criteria, and will begin the process of completing the Annual Update to the LCAP, as well as reviewing and updating the LCAP for the 2020-2021 school year.

As LVJUSD has a well-established and high-functioning DELAC, we are bringing this Committee, with the addition of English Learner students, forward to the Board for appointment as the LCAP English Learner Advisory Committee.

For the other advisory committee, we are bringing forth stakeholders including District representatives, employee group representatives, a parent leader from each school in our diverse community, and a student from each high school.
Fiscal Impact There is no fiscal impact to the General Fund in appointing the Local Control Accountability Plan (LCAP) advisory committees.
Superintendent's Recommendation: Appoint the proposed Local Control Accountability Plan (LCAP) Advisory Committee and the proposed LCAP English Learner Advisory Committee as the two advisory committees for development of the Local Control Accountability Plan.
