Quick Summary / Abstract: Included in the Measure J Plan is the replacement and restoration of roofing at Marylin Avenue Elementary School.
Background: Several of the roofs at Marylin Avenue Elementary School are in need of replacement or restoration. Our Bond Department has identified this as a project that needs to be completed as part of Measure J. The total budget originally allocated for this project was $500,000, as identified when setting up the initial Bond expense estimates and allocations.
Status The roofing replacement and restoration project received seven bids on June 22, 2020. The lowest responsive bid was $637,420, an amount that is over the project budget of $500,000. Staff recommends contracting with the lowest responsive and responsible bidder, State Roofing Systems, to begin work immediately this summer. Staff recommends that additional Measure J funds be allocated from savings realized from another project allocation so that the roofing replacement and restoration work at Marylin Avenue Elementary School may proceed.

On April 3, 2020, our Board of Trustees voted unanimously in favor of Resolution No. 051-19/20, Designating Public Works Projects as Essential Government Function and Delegating Authority to Designate Further Public Works Projects as Essential Government Function. This project has been designated as an essential government function public works project.
Fiscal Impact This work is being funded by Measure J. $500,000 of Measure J funding is already allocated for this work. An additional $220,000 would be transferred from the savings realized on the Leo R. Croce Elementary School Exterior Painting project.
Superintendent's Recommendation: Adopt, by roll call vote, Resolution 120-19/20, Accepting Bid and Awarding the Contract to State Roofing Systems, Inc. for Roofing Replacement and Restoration at Marylin Avenue Elementary School and approving transfer of $220,000 of savings realized from the Measure J Leo R. Croce Elementary School Exterior Painting Project Bond allocation to the Marylin Avenue Roofing project.
