Board Report Michell K-8 Project and Award of Contract.pdf
Quick Summary / Abstract:
Staff will be presenting an overview and update to our Board of Trustees regarding the Joe Michell K-8 School Renovation Project (Project). Included in this item is a construction contract for the Project for our Board of Trustees’ approval.
On October 3, 2017, our Board of Trustees approved the schematic design and estimated costs for the Michell K-8 School Renovation Project. This large project includes two phases of construction. The next phase of this project, Phase II, includes a new classroom building, a new gymnasium building, and new parking area, including new drop-off with expanded parking.

On June 26, 2018, our Board of Trustees authorized the Project for bid. Staff will be presenting an update on project milestones since the June 26th meeting. A Project refresher including key project features and elevations will be presented.
Three bids were received on the March 5, 2019, bid date. At the time of bid opening, the apparent lowest responsive and responsible bidder was Sausal Corporation. Bids were reviewed and evaluated for compliance within the bid documents.

The bid received from Sausal Corporation listed a subcontractor who was required to be pre-qualified through the Livermore Valley Joint Unified School District pre-qualification process, but had not completed the process. Therefore, the bid received from Sausal Corporation has been declared a non-responsive bid. The second lowest responsive and responsible bid received now becomes the lowest responsive and reponsible bid. the next lowest bid was submitted by Fast-Track Construction Corporation. This bid has been reviewed and evaluated, and has been declared responsive.

Attached to this item is the contract for the construction of the Joe Michell K-8 School Renovation Project, prepared by legal counsel.
Fiscal Impact:
The amount of the contract is twenty three million one hundred fifty thousand dollars ($23,150,000.00). This is a measure J funded project.
