Quick Summary / Abstract:
Staff will present an update of the Local Control Accountability Plan (LCAP).  
Background:
California's school funding law, the Local Control Funding Formula (LCFF), provides uniform base funding allocated in accordance with the grade span of pupils, as well as supplemental funding for pupils identified in at least one of the following categories: English learner, foster youth, or socio-economically disadvantaged students. Each district must develop and implement a Local Control Accountability Plan (LCAP) which describes how districts intend to meet annual goals with specific activities to address State and local priorities as identified in Education Code. The template for the LCAP has been modified by the State Board of Education based on stakeholder feedback and includes information from the new State accountability Dashboard.

The LCAP is developed and is updated annually after consultation with teachers, principals, administrators, school personnel, and with the advice and input of our two Board-appointed District-level parent advisory committees. One committee is comprised of representatives of the aforementioned groups as well as parents representing each school site in our community and all designated student groups; English Learner, foster youth, and socio-economically disadvantaged students. The second advisory committee is comprised of parents of students who are English learners, also from each school in our District.
 
Status:
Our LCAP includes actions and activities for all students in the District, as well as specific actions primarily designed for students who are English learners, foster youth, or those who qualify for free or reduced price meals to meet these three District goals:

Goal 1: Increase the percentage of students who have the skills and knowledge to graduate from high school, college and/or career ready;
Goal 2: Provide an engaging, clean, healthy, and physically and emotionally safe environment to support learning at the highest levels; and
Goal 3: Enhance parent and community engagement and communication

Our LCAP advisory committees have been involved in reviewing data and each action step outlined for each of the three LCAP goals as part of the LCAP Annual Update. Committee members have learned about the LCAP template, the accountability Dashboard, our District budget, and many of the programs and services we offer. Throughout this process, Committee members provide valuable input through their comments, questions, and suggestions for consideration as we update the Plan for 2019-2020.

The updated LCAP must be adopted by June 30th at a regular public meeting of the Board of Education.

Fiscal Impact

There is no impact to the General Fund in the update of the Local Control Accountability Plan (LCAP); however the LCAP indicates actions and services with an associated anticipated budget for each action item. Budget items included in the LCAP are part of the LCFF.
