Quick Summary / Abstract: Staff is requesting approval of the E-Rate Funding Year 2019 Network Equipment contract and the E-Rate Funding Year 2019 Network Installation contract. Included in this item are the request for proposals (RFPs) and the contracts.
Background: The Schools and Libraries Program of the Universal Service Fund, commonly known as “E-rate”, provides discounts to assist schools and libraries in the United States in obtaining affordable telecommunications. Internet access and internal connections. Our District has participated in the E-rate program for over eleven years. We are in the process of applying for funding which will provide discounts for the 2019-2020 school year.

Funding is available for Internet access, telecommunications and in some cases internal connections and internal connection maintenance. Discounts for support depend on the level of poverty and the urban/rural status of the population served. Livermore Valley Joint Unified School District meets the eligibility requirements.

In order to participate in the E-rate program, we must periodically solicit competitive proposals for these services following a very prescriptive process defined by the Schools and Libraries Program. In general, the E-rate program discount is based on the percentage of the local school district population eligible for the National School Lunch Program. Our percentage of reimbursement eligibility is estimated at approximately 50% pending E-rate approval.
Status There were two Category 2 Requests for Proposals (RFP) issued, one for data racks and network equipment and the other for the labor to install the data racks. The RFPs were broken down by site, based on the E-rate qualified technology needs and Category 2 budget available per site. Three bids for network equipment were received on January 22, 2019. After careful review, the apparent lowest responsive and responsible bidder was AMS.NET. Two bids for network installation were received on February 14, 2019. After careful review, the apparent lowest responsive and responsible bidder was GigaKOM.
Fiscal Impact The network equipment bid total is $265,430.71. Pending E-rate review and approval, the out of pocket cost to the District is estimated at $134,262.30.

The network installation bid total is $23,430.00. Pending E-rate review and approval, the out of pocket cost to the District is estimated at $14,715.00.
Superintendent's Recommendation: The Superintendent's recommendation is that the Board of Trustees approve the award of contracts for the E-rate projects as presented.
